I don't think your processor can handle it. From what I found about reqs for decoding 4k: Most modern Intel chips from Skylake (5th Generation) onwards can decode 4k. But only from Kabylake can you use pay TV services like Netflix because you need to support HDCP 2.0 security.
Install K-Lite Codec Pack for free on your Win10 machine and it will play all of your video files even with the Windows Media Player. You don't need to install VLC.
I own a 2009 Core i7 and 4K works perfect with these codec on my old machine.
